Looks like something is wrong with your setup, IMO. I've also got an XP 
1600+, and i can watch Live TV with MPEG4/3600bps, 512x480, MP3 q 6 with 
50% idle time. No deinterlacing, jitter compensation, HQ. Compiled with 
-march=athlon
