Mega,

That is because the MPEG-4 algorithm is asymmetric.  While a 700 MHz part
is sufficient to playback MPEG-4 at 480x480, it takes much more
horsepower to encode at that resolution.  While I am sure the x-box makes
an adequate front-end, I doubt it would work well at all as the
backend/encoder.
