To make mplayer skip you have to say "seek" :-)

Here's part of my lircrc:

   begin
    prog = mplayer
    button = Vol-
    config = seek -10
    repeat = 1
   end

   begin
    prog = mplayer
    button = Vol+
    config = seek +10
    repeat = 1
   end
