I've been trying to figure this out over the last few days.  From what
I've been able to tell, this is actually a problem with mpeg2enc's
motion detection, not the interlace detection code.

I'm hoping to put the final touches on the changes this evening.  It
actually seems that things get better (not to mention faster) if to turn
DOWN the motion detection settings.

Anyway, I've just packaged these changes up and put them up on the web
for download.  If you want to test these out, please do and let me know
how the results are.  I also added a timer to the encode, so it'll
(finally) tell you how long it took - should be about 20-30% faster with
the smaller motion search.
