Permissions for rca.pl are not the problem.

Permissions for the serial port are.

Might I suggest the following.

chmod 755 /usr/local/rca.pl
chmod 777 /dev/ttyS0 (or whatever serial port you are using)

External Channel Change Command:  /usr/local/bin/rca.pl

That should work.
