I think all cards are capable of both, PAL and NTSC, tjat at least the case 
for the cards sold here in Germany, if two, a relativly old WinTV PCI and 
newer Terratec TValue, both are capable of PAL and NTSC.

The WinTV PVR pci is as far as I know not supported by IVTV, you need the 
newer 250/350 version with Conexant Chip on, the PVR pci has as far as I know 
a ZORAN chip on it.
