BE: Fix scheduler auto shutdown on idle
The scheduler sleeps for 300 seconds at a stretch when there is
nothing else to do.  This prevents SHUTDOWN_COUNTDOWN events from
being sent and interferes with shutdown idle times below the 300
seconds threshold.
