Log:

Rename defined constant secs_Between_1Jan1970_6Jan1980 to GPS_OFFSET.

For full consistency this should be a class static constant like kGPSOffset, but then I'd also need to rename GPS_LEAP_SECONDS.

This also moves the constant to mpegtables.h because it is also used by SCTE tables (later commit.)
