Add a MythCommandLineParser::GetExtra() helper method

This also fixes mythmessage by calling the helper instead of
cmdline.toMap("extra") which needed to be "_extra" (now?).

NOTE: This changes MYTH_BINARY_VERSION, so make clean, etc..
