Change default to --syslog none

The syslog option is still there for those who choose to use it.  The code has
been well enough tested now that it doesn't merit being on by default anymore.

If you wish to use syslog, please remember to setup syslog.conf (or equivalent)
to put this logging into files where you would like them.
