[mythtv] Mythbuntu PPA -dbgsym packages aren't built

Since April 24 
https://github.com/MythTV/packaging/commit/eb5cdaa86ae70be784c70ba181ca8afd7cee044f 
for 32 and October 24 
https://github.com/MythTV/packaging/commit/8886832f49175e0dddd12cb64b1f0069e04c6102 
for 33, the mythtv-dbg package is no longer built and there is no 
replacement, i.e. the -dbgsym packages are not built.

Apparently they need to be explicitly enabled:

I mentioned this in the comments of 
https://github.com/MythTV/packaging/pull/76 back in May, but nothing 
appears to have been done.
