Shortly after this I noticed that Gary had updated his build script. 
Its configuration for el7 now uses

http://mirror.centos.org/altarch/7/kernel/x86_64/Packages/

with 5.4.xx kernels and related packages.

It worked for me, building under Fedora 31 and running under SL7.8 with 
kernel 4.4.238-1.el7.elrepo.x86_64
