I think v31 needs a new page - enough has changed to make it a
different beast. No need to reference openmax, OSD renderers, subtitle
issues (no blended OSD anymore), video display profiles all changed
etc.

There is no need for a licence on the Pi4 - there is no hardware MPEG2
acceleration. They decided the CPU was powerful enough to decode MPEG2
without help.

On older Pis, I understand an MPEG2 licence will be needed for a few more years.

You can probably get away with less but I haven't tested for a while.

I've pushed one tweak for Raspberry Pi performance to master, another
improvement for software decoding/basic opengl deinerlacing almost
ready and then I'm going to take a look at what is inhibiting H264
hardware decoding/playback.
