For info.  In the recent past the ancient DVB-T pci card in my F29 box 
had repeatedly failed to lock to the low-power local QPSK transport, 
although a similar card under el7, and a MyGica DVB-T/T2 dongle, were 
fine.  A rescan today with this option set 'just worked.'  lspci below, 
although I'm not sure that it identifies the relevant part of the card.
