Maybe You will be interested in idea of automatic channel updates where DVB channels & muxes are auto detect added, moved and removed.

Attached patch is LVR work and maybe can be good starting point to include into channel management?

Patch description:

TV: Auto detect added, moved and removed DVB channels and muxes

When used in conjunction with the EIT scanner then most changes
in channel line-up can be automatically added to the database without
manual re-tuning.

In addition, the changes are sent to all frontends where they are
shown as on-screen notifications.
