Currently the only time we do any updating at all is when switching 
upstream branches. So, no improvement.

We need to decide a strategy. Currently we only refresh FFmpeg once a 
year or so. I would not want to do any refresh shortly before a new 
MythTV release because we would not want to possibly introduce 
unexpected problems at the last minute.
