That is a link local address.  And your kernel auto-generated it.
For IPv4, the link local address (169.254.x.x, which is also
auto-generated) is replaced when you get a "better" address,
but IPv6 very specifically requires support for multiple addresses
so the link local stays "forever" (and may/will be used for certain
communications).

For those without multiple networks, or the need to get
outside the local lan, link local addresses have always been
viable.
