Not all FE endpoints.

There was an effort to correct all endpoints that add/change/
update things to use a POST. But for the Frontend case:

GetSettingList returns the 'old', while GetSetting more logically only returns
a single setting. Link in the next comment.

With GetSetting, the HostName can be left off and the
hostname of the backend will be used automatically.

It honors 'non-default' values in <LocalHostName>...</LocalHostName>
from config.xml too.

However, if the setting is NULL, then HostName must
be set to _GLOBAL_.
