[mythtv] 0.28 Fixes Live TV stutter until channel change

All,

Back in 0.27 I experienced a situation where live TV would have very
bad stuttering until a channel change (once the channel was changed
live TV was fine on any station, even the one that started with the
stutter). It was not fixed by pausing or skipping back (there were
some users who had very similar issues and this fixed it).

Tracking it down it turned out that reverting commit
f307a3d5e60b0054e1833127d417c6acfada3213 fixed the problem.

Now I've upgraded to 0.28 (first Beta and now Fixes) and the
stuttering issue is back. Exact same situation of switching channels
fixes the problem but pause or skip back do not.

Build info below. Let me know if you need any more information!

Thanks,

Neil
