I believe that the Hauppauge PVR 150 is incapable of playing back
while recording without a slight delay interposed.

My Fedora 23 mythtv machine has three PCI TV receivers:
  - pcHDTV HD3000        for broadcast digital TV
  - Hauppauge HVR-1250   for cable digital TV
  - Hauppauge PVR 150    for cable analog TV

LiveTV works perfectly with the first two digital TV receivers
but the PVR 150 displays gross pixelation after seconds of watching.
I found that choosing one channel (unwatchable) and then switching
to an adjacent channel would yield a watchable picture for maybe 
a minute, but then devolve into the unwatchable pixelated picture.
As James reported, this can even lead to system lockup.

Recordings with the PVR 150 are perfectly fine, so I chalked this up
to just another unsolved mystery.

Eventually, I was watching a recorded PVR 150 program while it was
being recorded, and skipped forward over some commercials and caught
up with the real-time recording.  Whoops!  The pixelation began
*on a recorded* show.  That upset my theory.

I went over to LiveTV, started watching a PVR 150 channel with the 
usual poor picture.  I pressed <P> to pause, and again to resume.
The picture was PERFECT.  Eureka.  (almost)LiveTV is possible again.
Only a few seconds of delay is all that's needed.

I hope this long-winded explanation of my observations might give
insight to those more knowledgeable who might fix it.  An obvious
fix would be to surreptitiously insert a delay when starting a 
PVR 150 LiveTV session, but that could be undone by unwise forward
skips.  I'm sure there's a better solution...
