I tested current ffmpeg28 code on ION1, AMD 6310, AMD8310, i5 NUC and:
-all HW accell works (VDPAU on ION nvidia 340.93 BLOB; VDPAU on Mesa 
11.0.4; VAAPI on vaapi-intel-driver 1.6.1)
-no any issues with HLS (tested on Torc/iOS9.1 and BE HLS test page)
-no any issues with digital audio (tested HDMI and SPDIF with 2.0, 5.1 
and 7ch DD and DTS)
Currently I'm not able to find any regressions with ffmpeg28.
I think code is ready to merge with current master.
