[mythtv] Does mythtv need to write in these locations?

Does mythtv need to write in /etc/mythtv or is it the case of bad file
open modes? Also mythweb and /usr/share/mythweb/data. In that case of
mythweb it could write but never does, but this one causes an selinux
avc which blocks the web interface. If it is needed, we could submit a
bugzilla report to modify the selinux policy for labeling. Finally there
are the squawks about the config.xml files that are empty in /etc/mythtv
and in the users $HOME/.mythtv locations. None of these issues prevent
using the application.
