As expected, I was able to trigger the bug by disconnecting the antenna 
from the ATSC card until the EITScanner switched to a new channel.  This 
causes the ActiveScanning to stop at which point I reconnected the 
antenna.  The Active EIT scanner isn't started again unless a recording 
occurs on that card (or Live TV is selected for that channel).

I then applied the patch, and again disconnected the antenna until 
active scanning was disabled.  I then reconnected the antenna and after 
a few minutes, Active EIT scanning started again, so the patch fixes the 
problem I'm seeing.
