I am not sure about the exact status, but Daniel is working on
the next generation logging (using the guiding principals you
referenced in the pastebin) in the devel/logging branch.  You
might want to review the work product there (I have not been
paying close enough attention to know which of the principals
have already been implemented, and I seem to recall some
additional discussions on the dev irc channel which may be
relevant).  I do know one of Daniel's goals was a good unit
test harness, which will (hopefully) allow future improvements
to be tested in all appropriate environments (as the tickets
do show, there are enough (edge) cases that the current
logging does not work as desired in all environments).
