That's kind of a rambling ticket and no patch to boot. Between this ticket and #11237 I think we have patches for the issues you highlight so perhaps you can shut down that one.

I also noticed the inconsistency in date formats, the query api sends one while the netcontrol interface takes another, but changing that has many more opportunities for breaking clients and getting yelled at. Better to leave it to someone with commit access.

It would also be nice if the service api returned meaningful errors rather than a disconnected boolean but I know coding error APIs isn't the sort of marquee feature that impresses the crowds :(
