[mythtv] Removing "local" preference within live tv tuner ordering

I'm not sure that's a good idea for 0.24.  First, we historically
don't make this type of change in the release version.  Second, it
would mean ther will two versions labeled 0.24 with different
behavior.  I'm not the one who does most of the support, though, so
I'll leave it up to you, Mike.
