Yes, though...

1) someone still needs admin access to install a framework,

2) that doesn't work around the Perl/Python deps, and

3) I don't know how to make a framework containing 13 products.
e.g. the differing include paths.



And, if it is a binary framework we build/distribute,

4) about 150MB is a challenging download regime, and 

5) "licensing" of ten plus opensource products is a challenge.
If we include libdvdcss, it becomes illegal in many countries.
