I should have mentioned that make or make all /in the docs dir/ will 
build devdocs.  Running make or make all in the main directory does not 
build anything in the docs directory (as it didn't before these changes).

So, if you don't have doxygen installed, no worries.  Only those who 
want to build the developer docs will need it and can build them as 
before with make devdocs (and now using make or make all).
