I now buy cheap fanless nvidia cards that do VDPAU.
They're:
-under $70 in AU (so likely under $40 in US)
-fanless

Other than that I'm going to likely pick up some ION2 machines once
they're out and have linux driver support.  I liked the ION1 but am
too spoiled by advanced2x deint.
