I've been wondering about this for a while....this happens all the
time, would it be hard to hack a function into Trac which hardcodes
these options when the user is not an administrator? I know you want
users to read the ticket how-to not only for this reason, but I guess
time have shown, that users rarely read the ticket how-to on their
first bug/patch submission.

It's annoying for the Trac administrator who has to fix it afterwards
and it's annoying for people who follow the mythtv-commits list. If
such a function was added to Trac, the administrators wouldn't have to
repeat themselves over and over again to new users, and it would bring
down the amount of noise on the list.
