kdm is a display manager (i.e. a graphical login interface), not a 
window manager.  KDE is a desktop environment, under which you can use 
any of several window managers.  It seems to use KWin as a window 
manager by default.

So, are you using KWin or some other window manager, i.e. as specified 
by the KDEWM environment variable?
