[mythtv] win32 compilation platform - advice wanted?

That statistic is very uninformative. most of the revisions are probably 
not building sucessful since the original commit introducing the build 
failure remains unfixed.

Since many/most developers have no win32 system it would be nice if you 
could get the status for each revision and the build error online. That 
would help to get the errors fixed faster.

The tool can live in contrib if it's not too hacky.
