[mythtv] mythtv commit: r17355 by nigel

Nigel,

I see you have taken a different path with win32-packager. However,
settinging the prefix=/c/mythtv/build introduces a run-time dependency on
that directory which I avoided.
Installing it into /local/usr did not set this for mythtv and the
themes/plugins. Using INSTALL_ROOT insured that all the files are being
installed.
This will avoid forgetting any files in the future.
Could you also apply 5331/2 and set the pro settings correctly for WIN32?
