[mythtv] Windows packaging

Nigel,

Points are well taken. Myth does indeed load the dll from the same directory
on Windows, so that initial loading is not the issue.
However, your solution of the relative ./plugins works well and will do it.
It will also simplfy the setup packaging that I am working on.
Both the /share and /lib files required would be in ./plugins/share and
./plugins/lib respectively.
The corresponding MYTHCONFDIR is already set by another patch to be in the
appropriate directory.
I have modified the package script extensively so that it builds the
binaries, creates the distribution structure and packages it up as a setup
files (I have used innosetup)
I am currently verifying this and will post the updated scripts next week.
As we move forward I will add more logic to the setup package to provide the
maturity we expect on win32.
