Why do they need a modified version DVB-S?  And couldn't any changes be made 
to the official version if needed.

"Extended" EIT data shouldn't be hard to incorporate with a prechannel switch.

So enabling them would break all other cards.  The idea of adding changes that 
would prevent mix and matching cards would be odours.
