I am seeing this (or what I assume to be the same) with some avi's but not 
any of my OTA mpeg recordings. 60Hz samsung display.
I suspect it might be 24Hz source material but havent checked.

what appears to be happening is the deinterlacing (or something) is 
periodically going into 1/2 rate mode.
so you see smooth video for a period (say 5 min) and then jerky 1/2 rate 
video (say 15 secs).
no indication in logs with playback that slowdown is selected though so its 
not the conventional rate adaption stuff to get into a/v sync. currently 
using greedy.

Im not sure though and havent had time to investigate properly.
