[mythtv] Ticket #5213: Win32 Installer does not copy all plugin files

Is that a done at packaging time (iscc.exe),
or install time (setup.exe) ?


I ask because at the moment,
building is very unclean
(e.g. libs installed into bin directory),
and ln -s on MinGW just copies files,
so I am wondering if Windows shortcuts might work.
