[mythtv] build failure on win32 - caused by incorrect LIBS declaration in Makefile.Debug?

This should now be fixed by [17066]. Basically Qt4 on windows
not only separates the Qt libs depending on whether they are
debug or release, but also the project build products.

I'm still working on the optimal Qt 4 configure & make args.
