[mythtv] New win32-packager and installer

Hello

 Nice to see that mythtv win32 version is making big progress!
I tried it and have same problem!
When i try to run mythtvfrontend.exe(or any other exe) I'm getting error 
message:
mythfrontend.exe - unable To Locate Component
This application has failed to start because libmythtv-0.21.dll was not 
found. Re-installing the application may fix this problem.
 Tried manally registering named dll, but no help(file exists in 
c:\Program Files\Mythtv\).
