That's exactly it. It basically mean you can have in effect four
separate keyboard layouts. A normal layout, a shifted normal layout and
then two more extended layouts when AltGr is down both normal and
shifted. It's up to the creator of the keyboard layout for a particular
language how to use the different layouts but the idea is to mimic a
regular keyboard as much as possible because that's what people are used to.
