[mythtv] Thorough scanning for areas that doesn't have standard frequency table

Hi All,

Areas with non-standard frequencies where providers are not under
special supervision in private complexes will need to have this list
of all frequencies. Scanning will be slower, but results will be
accurate. This should also cover areas which are "not implemented yet"

This patch is by OpenCraft company.
