It won't need a customized rule. There is already something there for
adjusting priorities, but there are only 2 or 3 things that it can
adjust on atm. So this mechanism just needs extending to add a check
for the signed data flag in the program data.

I'll dig around and see if i can find exactly what i'm talking about.
