I fixed the popup menu in the filter chain screen and attached an 
updated patch.  Now selecting a filter in the chain opens a 
configuration dialog if that filter type has parameters.  Pressing the 
menu button while a filter in the chain is highlighted beings up the 
popup menu to move or delete the filter.  I also discovered that the 
button help text issue is an underlying bug in the ButtonSetting 
object.  I submitted a separate patch for that issue in trac.
