Quit trying to make everyone running every single version happy?

Since you're using SVN now, why not simply just rely on that?  If
someone needs something for a specific version, they can download that
revision.  I know you're also trying to package your themes on your
site so people using .20 and lower can use them.  However, maybe it's
time to simply package your .20 version, call it a day, and then only
maintain SVN going forward.  That way, if someone needs a version that
works with .20, then they can download the .20 version, if they need
fixes, they can download the fixes, if they need another SVN revision,
it's there.
