I think the idea of the second one is that it plays back all the frames 
at an accelerated speed, but the former jumps and seeks

Personally I would prefer a kind of hybrid which allows a Sky+ style 
fast forward where say instead of a 30 second skip forward it will 
instead play 15 frames over the next 1 real second where each frame is 
every 2 seconds of what is being skipped.  That way it becomes easier to 
kind of glance at what you are missing by skipping forward.  ie 
basically a range of very high speed fast forward modes
