[mythtv] DVB-C scan is messed up in MythTV

I would start from the beginning, by removing the old setup in 
mythtv-setup - remove the card, input and so on, and then recreate it.

Your frequencies do look more sensible than mine did, though! and I only 
had one frequency (an easier job to fiddle with).
Here is my czab:
