I can't submit uncompressed patch file to trac, keep getting "Submission
rejected as potential spam (Content contained blacklisted patterns)". I've
resubmitted gzipped mingw patch.

Even using compat.h header, I could not completely get rid of "#ifdef
USING_MINGW", there are some common system files missing in MINGW (like
"dlfcn.h"), with stuff that's supposed to be in the files defined elsewhere
(like "winsock2.h" instead of several posix headers), or hacked in
"compat.h".
