I've sometimes wished for such a thing but in all honesty I don't
think it'll have anything to contribute in terms of people submitting
*useful* themes.

It's easy enough just to take a theme & start playing with it by
substituting new images into it.  Where life can get complicated is
working out what all the _undocumented_ stuff does (trans- elements
etc).

So, no I don't particularly think a theme editor would be much use.
I'd much rather the effort went into helping with the mythui stuff -
restructuring & rationalising UI elements as suggested in ticket #12.
