[mythtv] Save rating/playcount to ID3 tags

I am assuming that this also works in reverse.  I have ratings already saved
in my MP3s in the POPM tag that I would like imported into mythmusic.  At
this point I am in no hurry, so I will probably wait until your other
changes to mythmusic.
