[mythtv] Ticket #2238 Muting v4l-compat cards

Hi,

I posted a fix for muting on v4l1-compat cards (eg. SAA7134) about a
month ago: http://svn.mythtv.org/trac/ticket/2238

Could someone review this for me with a view to committing?

Basically this patch changes the logic used for muting/unmuting v4l1
cards because VIDIOGCHAN ioctl does not seem to work correctly using the
v4l1-compat layer.  I don't think this is going to be fixed since v4l1
is now officially deprecated in the kernel.
